Caribbean LNG Project

Gasfin Development SA, a multi-national independent developer of mid-scale LNG and natural gas projects, has proposed the development of a mid-scale LNG facility at La Brea called Caribbean LNG. Gasfin envisions that a two (2)-three (3) train facility would satisfy the Caribbean market, but proposes initially a single train facility project to be constructed with a capacity of 500,000 tonnes per annum at an estimated capital expenditure of US$400 million.

The baseload markets for the first train would be Martinique and Guadeloupe with the smaller markets of St Lucia and Grenada also being targeted. The proposal also considered local LNG bunkering. The project developers also propose that subsequent trains (2 & 3) in the project would look at St Vincent, Dominican Republic and Barbados markets for their volumes. The project would, in its initial phase, require 71 mmscfd of natural gas and utilisation of the Brighton Port to export its LNG.

Cabinet in December 2013, agreed to the execution of a Project Development Agreement (PDA) among Government of the Republic of Trinidad and Tobago (GORTT), Gasfin Development SA and National Energy for the development of a Mid-scale LNG plant for the supply of LNG to the Caribbean. In this regard National Energy and Gasfin are currently in negotiations to determine the terms and conditions that will define this PDA.

Subsequent to the signing of the PDA between the relevant parties, Gasfin will enter into negotiations for the supply of essential products and services, including but not limited to: natural gas supply contract with NGC, supply of electricity from T&TEC, supply of water from WASA, site lease agreement with National Energy, pier user agreement with National Energy, and certificate of environmental clearance from the EMA.
